The OSS was the first 'official' US government intelligence agency, as you noted was founded in 1942.
The US always had segmented intelligence network prior - i.e., the US government's intelligence activities were conducted by various executive branch departments, including the Navy, Treasury, State, and War Departments. These efforts were uncoordinated, lacked overall direction... - From here (this lineage) these pre-OSS agents were selected by the shadow syndicate - the banking family from the Council of Men.
And there could also have been an unofficial OSS before it became official.

I rarely call bullshit on what someone else writes and posts on RMN. But this one was just screaming for an explanation.
The OSS was formed in 1942. Tsar Nicholas and his family were killed on July 16-17, 1918. That is quite a feat, if true. Or was there another organization called the OSS?
