The US started covert underwater sub missions during the Reagan administration. They went to an underwater cable a few miles off the coast of Eastern Siberia/Asia, and used a special team to dive into extremely deep waters to tap into the cables and find out what was being said between the Soviet Union bases, etc. They discovered that the Communists were in worse shape than anyone realized and this information was then given to the Reagan Whitehouse to give them inside information and bargaining chips to make agreements with the Soviet Union. A few short years later in Bush Sr's term, the soviet Union collapsed and then the Russians started the long climb towards democracy.

The Russians finally discovered the breach in their communications and sent teams down and recovered the hi tech splicing system. The Russians said it was quite easy to see who tapped into the lines because the computer system involved with the recording had US micro chips inside. Since that time the Russians no doubt put together an array of covert programs to do the same thing with US and NATO underwater cables. Plus, they started working on cable cutting systems, deeper diving subs, electronic jamming on the surface, air and underwater against enemy targets. An electromagnetic jamming pulse was used against one of our navy ships a few years ago in the Black Sea with instant success, which disabled all of the radar and other electronic defensive capabilities. And that was done from one Russian fighter jet flying by. This stunned the US Navy and they have been playing catch up in that type of technology ever since.

A future war will not just be conventional military systems. But, with the modern world of communications and computers a war could be fought to disable an enemies systems, not only on the battlefield or in the air and on sea, but through disabling satellite communications, and underwater cables. A future war could include disrupting a nation's financial system that would send a nation's economy into a tailspin. And, without a functioning economy they are weakened in fighting a war abroad. The major strength the US had in WW2 was the fact we were so far distant from any frontlines. Our economy was able to function freely to build the war machine and supply our military around the world. We were the back up plan for the European bankers to defend their power in Europe, and the world. All they had to do was persuade the US politicians and the news media to go along with the program.

The Russians know all of this and also know they can't fight toe to toe with the US and NATO. It is obvious they are advancing their technology to use covert means to slow down an enemy to buy themselves time before an all out war would erupt. The big questions are, how many of those special subs does Russia have? How much have they already tapped into underwater cables? How vulnerable is the global economy if there was a massive amount of communication disruptions? Does this type of advancement threaten the US into making an offensive attack on Russia before they achieve a power against us we can't stop? The modern world has opened up a Pandora's box of some very complex risks and disastrous outcomes.
