Putin’s “Weather Weapon” Endgame Begins: America Warned Will Be “Brought To Its Knees”

A new Security Council (SC) report circulating in the Kremlin today states that President Putin has “placed/activated” Chairwoman of the Council of Federation Valentina Matviyenko to be in “control/charge” of the terrifying new environmental modification device (ENMOD) developed by Rostec, instead of Defense Minister Sergei Shoigu who wanted it placed under strict Ministry of Defense (MoD) control—and with all Members full knowing that Chairwoman Matviyenko’s current testing of this ENOMD in the Atlantic Ocean will, more than likely, “bring America to its knees”—and that exactly matches Putin’s basic philosophy: “If the Streets of Leningrad taught me one thing - if fight is inevitable, throw the first punch.”

As we have previously related to you in our 14 August report “Weather Weapon Breakthrough In Russia Prompts Worries About War Crime Charges” and 28 August report “Catastrophic Hurricane Harvey Confirmed As Russian Weather Weapon Retaliation Attack”, an ongoing debate in the Security Council has been ongoing over the past fortnight relating to Rostec’s new ENMOD device—and whose initial testing of over Moscow, Berlin and Paris caused catastrophic and historic weather damage.

Specifically being debated by the Members was whom was going to control the testing and/or use of this ENMOD device—made particularly more urgent this past week after Chairwoman Matviyenko authorized its use over Cuba (to relieve that nation’s once-in-a-century drought) that resulted in a “1-In-1,000-Year Flood” crippling the heart of America’s oil and gas industry all along the Gulf of Mexico regions of Texas and Louisiana—and that the United States retaliated against yesterday by their ordering closed more Russian diplomatic missions—but that Foreign Minister Sergey Lavrov responded to by warning: “We shall respond harshly to the things that are damaging to us out of thin air, which are only guided by the desire to ruin our relations with the United States.”

Russophile’s acquainted with Kremlin speak (language/exact use of words) will quickly note Foreign Minister Lavrov’s warning containing the words “thin air” too—as it denotes that Russia is fully cognizant of the reasons behind America’s retaliation regarding this ENMOD device being used against them—made even more dangerous with this new Security Council report stating that Chairwoman Matviyenko has authorized the testing of this ENMOD in the Atlantic Ocean—and exactly like Hurricane Harvey before it, came from out of nowhere created a monster hurricane named Irma, and that one US weather experts described as having “the highest windspeed forecasts I’ve ever seen”.

Furthermore, Foreign Minister Lavrov’s threat to “respond harshly” against the Americans is no idle threat either—as the ENMOD enhanced Hurricane Harvey has already shut down two main lines that together transport more than 100 million gallons of gasoline, heating oil and aviation fuel as far as the New York harbor each day—and should an equally ENMOD enhanced Hurricane Irma strike America too, would deliver a “knockout blow” to the US and, indeed, bring that entire nation to its knees.

As to the timing of Russia using an ENMOD enhanced Hurricane Irma to bring America to its knees, this new Security Council report notes the Kremlin’s twofold aim:

The first being Russia’s unleashing “total war” in the Syrian War endgame eliminating more than 900 buildings, vehicles and other targets associated with international terrorist groups during the past week alone—and that is leading up to the climatic “Battle For The Monastery” the MoD has warned “will decide the fate the world”—but that Foreign Ministry Spokeswoman Maria Zakharova is now warning the American’s are preparing a false flag chemical attack against in order to blame on Russia—and that they have done before.

And the second being Russia’s largest military maneuvers in history ready to begin (Zapad 2017 begins on Thursday 14 September 14 and ends [unless World War III starts] on Wednesday 20 September) when the ENMOD enhanced Hurricane Irma’s fullest effects will be felt by the American’s—and that could very well deal a “death blow” to both United States and European Union NATO military forces.

The Kremlin, also, this report says, no longer has any faith in the United States with their noting the last eight months have proven, to anyone who still had any doubts, is that the US is not a “democracy” that changes course according to the public will, but a full-blown regime, governed by the Wall Street/CIA/Endless War Party which never loses power regardless of how people vote—and that one can say pretty firmly that the change of the chief of staff, and other personnel in the Trump White House, means that, as some would have it, the Deep State has won and this so-called “isolationist Donald Trump candidate” is over.
