Not really. One man in a position of the hierarchy can't do shit, without others aligning their will with his. Especially when those whom are to follow his orders choose not to.

Who counts the votes? Who programs the machines? Who has the backdoor password? Who reports the results? Who passively waits for those results? Who depends on others for confirmation? Who can verify all other votes? The logic that an overwhelming quantity of votes for one candidate can make it difficult to cheat does not hold up to the mechanics involved. Especially when the voters are dependent upon others to tell them the results. The voters have no way of knowing what all the other votes are, or should be.

Voting, and the idea of government itself, is a product of the elite. You cannot form a one world government, if you first do not consolidate power on each continent. Thus in the beginning they formed The United States. To unite different areas and peoples, is how you create a yoke for masses of people. Then you unite different masses together. These are the dreams of control freaks and financial junkies.

That is the same thing as saying, if you don't vote you have no right to complain. Which is bullshit. The idea being that if you don't do anything to change the situation, you can't expect a change to have occurred. Yet if you keep feeding a particular idea, then that idea stays alive. You keep aligning your will with government, and it keeps using you.
