In 1994 or 5 I read an interesting novel entitled "The Man in the High Castle." A review of the book can be found at

It mentions an Africa that has been depopulated and, if memory serves, has had its mineral resources exploited.

The novel to which I've referred above is a quick read and can be found in many used book stores. It was first published in 1962 and is the work of Philip K. Dick.
