If the search results are sorted by relevance, you will find several pages that appear to be electronic handout sheets, dating back to 1999. None appeared to be as recent as 2001. Here is one:

They appear to discuss accuracy in predicting earthquakes. They are not attributed to any particular Dartmouth professor, and may not have any bearing on this discussion. It would be logical to assume such handouts are common within college earth sciences departments.
