Citizens:

Evil, as a precedent of directed Millennium Prophecies; as a promissory force; is used by secret Groups (i.e. the Bilderberg Club) for the sole purpose of severing institutions from the People.

The trickle-down effect and the devaluation of regional currencies on a global scale (i.e. the Russian ruble) is due to plans and use of updated software and hardware (i.e. a Promis@ database as one possibility) which involve the transnational recycling of money between government officials; banks (i.e. the Russian banking scandal in terms of money laundering); lending institutions (i.e. the role of the International Money Fund in rescheduling inflated debts), organized crime (i.e the Russian mafiya), global terrorist networks (i.e. Osama bin Laden's "Al Qaeda" terrorist network) and the media.

The latter insures a silence on the progess of secret Groups (i.e. the media's irresponsibility in not covering the Bilderberg Group).

The media makes secret Groups seem untouchable.

Governments throughout the world have been engaged in mind control for the last 50 years (i.e as a hypothetical - Revelation's: "I am the alpha and the omega" - "alphas" are cued for general programming; "omegas" are cued as suicidal bombers). Mind control is the ultimate in conspiracies as it justifies violence as more than an instinct which can be controlled (i.e. Columbine High School; Littleton, CO.) - violence can be overcome; People can get along.

Mind control categorizes violence as a special interest which blocks the government and the people from fomenting a lasting peace - a peace based on open forum and mediation. Violence debilitates viable and honest candidates for Public Offices (i.e the Rabin assassination). Thus, the military ~ government complex becomes seperated from the People in its reputed role as a service of the People.

Governments become Evil and they recycle Evil within themselves leaving the People to ponder who controls their lives.

Is it the Institutions that control our lives or do We?
